Abstract: The article is devoted to the study of the specifics of the organization of activities, the structure and terms of reference established in 1867. Vladikavkaz Commercial Police. The study is based on an analysis of individual norms of the general imperial codified normative legal acts (institutions, charters of trade), acts of regional authorities (rules, manuals, charters, instructions) and office records (reports and orders of authorities) of the office of the chief of the Tersk region. It has been established that the Vladikavkaz Trade Police was established in analogy with the Tiflis Trade Police established in 1846. The experience of its establishment and activities has been studied. The composition of the Trade Police in Vladikavkaz (a trade police officer and four market watchmen) has been examined. The Charter “On the Establishment of a Trade Police in Vladikavkaz,” the Instruction “On the Market Watchmen Overseeing the Order of Trade in the City Squares of Vladikavkaz,” and the Instruction “On the Trade Police Officer Overseeing the Sale of Food Supplies in Vladikavkaz” have been analyzed. It is noted that the trade and market supervisors of Vladikavkaz were appointed by the head of the Terek region from among the city residents based on the results of elections. It is determined that, in administrative terms, the trade police were assigned to the city public administration. The article describes the insignia of the trade and bazaar keepers and the amount of their salaries, which were paid from the city’s public funds. The author concludes that the establishment of the trade police in Vladikavkaz in 1867 was an important step in the development of the government apparatus in the Central Caucasus by establishing institutions for controlling trade and agricultural land management within the system of public administration and law enforcement.
