Abstract: This article analyzes the book “The Caucasus and the Volga Region” by Akhmed Tembulatovich Tsalikov, a prominent socio-political figure in Russia and Ossetia, a talented writer, and publicist. This work focuses on the modernization of the peoples of the North Caucasus in the late 19th and early 20th centuries. The author identifies the resource base for the modernization of mountain peoples: land availability, the level of traditional economic culture, educational potential, and the support of state and public structures. A picture is created of mountain societies embarking on a path of transformation, their traditionalism severely impacted by the new needs and opportunities of the industrial world. The previous balance of unchanging needs and the economic and industrial culture that satisfied the mountain people in traditional society was disrupted. Tsalikov assesses the new economic situation in mountain societies as dramatic, fraught with mass pauperization and famine. He seeks a new harmony in cultural and economic life and the possibility of building a productive economy. Tsalikov considered the main factors problematizing the modernization “transition” for mountain societies to be the mountain people’s land shortages, the bureaucratic arbitrariness of the Caucasian administration, the decline of indigenous crafts, increasing labor migration, and criminalization among the mountain people. He considered all negative trends to be manifestations of an economic and modernization crisis that led to the archaization of mountain societies. The author proposes a series of cultural and administrative reforms that could bring order and legality to the life of mountain society. A. Tsalikov’s book is a pioneer in addressing many of the problems of modernization among the peoples of the North Caucasus, but it also summarizes the entire range of social thought within this actual discourse.
