NATIONAL AND EDUCATIONAL ASPECTS IN YOUTH POLICY IN THE NORTH CAUCASUS DURING THE EARLY SOVIET MODERNIZATION PERIOD

Abstract:

Research interest in the national history of the early Soviet state is fueled not only by certain similarities with contemporary problems but also by the fact that this period was previously viewed from the perspective of communist ideology. Today, we can approach the study of the first decades of Soviet power – the New Economic Policy, national and cultural development – from new methodological perspectives, including using regional data. It should be noted that during times of transition, tensions between tradition and innovation intensify, adaptive practices and civic initiatives emerge, but intergenerational conflict also grows. It was the younger generation of the 1920s and 1930s that became the foundation for determining the further development of Soviet man and society. The study of state building during the period of national and cultural modernization in the North Caucasus is also relevant in light of the development of the youth agenda during this period. This article examines the implementation of early Soviet reforms in the North Caucasus. This article presents an analysis of national and cultural development processes in the region, highlighting the specifics of youth and educational policies implemented through the representative bodies of so-called national minorities. Archival data is used to provide statistical and analytical samples on the formation and development of the socio-cultural sphere of the new society. An analysis of official documents from party structures, sections, and the Bureau of National Minorities allows us to conclude that the multifaceted efforts to shape and educate the Soviet people in the “socio-political spirit” are at work. The principles of historicism and systematic scientific analysis allow us to use the materials for clearly demonstration the causes, challenges, and achievements of implementing measures to eradicate illiteracy, create a network of national schools, and develop a stratum of qualified personnel and a national intelligentsia.
