Abstract:
This publication, based on the materials of the newspaper “Terskie Vedomosti”, considers the prehistory of the formation of the Federal Service of the National Guard Troops of the Russian Federation, serving on the territory of the Republic of North Ossetia-Alania. The relevance of the problem and the significance of the presented source are determined by the insufficient knowledge of the history of the National Guard in the North Caucasus. The analysis of the materials of “Terskie Vedomosti” for 1890-1916. makes it possible to expand and concretize the existing ideas about the structures from which the history of this service began in the North Caucasus, in particular in the Terek region. These include units of the 2nd hundred of the Terek permanent militia and the Terek security guards that replaced it, travel guards, patrol guards, station gendarmerie and police officers who controlled the circulation of weapons among the civilian population, as well as the Vladikavkaz and Mozdok disabled teams, the Vladikavkaz stage team, Vladikavkaz and Mozdok local teams. The presented selection of materials from “Terskiye Vedomosti” contains information about the organizational and staffing structure, the location of their units, about the existing positions, ranks, powers associated with their official duties, about some regulatory acts of the head of the Terek region, the types of incentives applied to them, as well as measures service and disciplinary influence. The source also kept the biographical data of the servants of the law, which may be of interest to researchers of the history of the region. A comparative analysis of the texts of the source with the modern functionality of the divisions of the Russian Guard makes it possible to identify specific parallels and identify the real predecessors of each of these structures.
