FORMATION OF THE SOVIET EDUCATION SYSTEM IN THE NORTH CAUCASUS IN THE 1920s

Abstract:
This article examines the process of formation of the Soviet education system in the North Caucasus
in the 1920s. The choice of the chronological framework of the study is due to the need to cover
the period that most clearly characterizes the complex of measures of the Soviet state policy to lay
the foundations of the new Soviet education system and makes it possible to analyze the results of
the work carried out on the ground. The methodological basis of the study was the method of system
analysis, which allowed us to consider the problem in the specific historical conditions of the period
under study, as a process in the context of social and everyday changes. The complex of priority
measures implemented by the state in the period under study on the formation of a new education
system in the North Caucasus in the context of the pre-revolutionary heritage, when the population
of the North Caucasus suffered from illiteracy and, as a result, a low level of culture, is analyzed.
The priorities of the formation of the Soviet education system have been identified. The problems of
literacy elimination in the North Caucasus, the system of formation of national teaching staff for
the development of a network of schools, vocational schools and laying the foundations of secondary
and higher education are studied. It is concluded that the local departments of public education,
solving the tasks of completing the reform of the old school and organizing a new school according to
the labor principle, developed new programs and curricula for a unified labor school. The training
of teachers for the new school was accelerated; the fight against illiteracy was conducted more and
more effectively by involving teachers and all literate citizens in this matter.
